The City Safety Plan, also known as Local Roads Safety Plan (LRSP) analyzes collision data within the City to identify trends, contributing factors, associated risk factors and deficiencies present in the road network. Using the plan, the City is able to effectively identify appropriate, low-cost countermeasures to be implemented for the purpose of collision reduction. The plan is also a tool for securing grant funds to address safety concerns.
Background
In 2021, we came to the community for feedback to help develop the City's first LRSP. Public feedback combined with collision data was used to identify priorities.
The 2022 LRSP spawned two Highway Safety Improvement Program grants which are going to construction Summer 2025:
Horizontal Curves Safety Project
S Timm Rd at S 11th Street Intersection Safety Project
The development of the LRSP has been made possible through the Regional Transportation Council.
Current Work
Carty Road Update to the Safety Plan: Since annexing portions of the west end of Carty into city limits, the City has been working with the Regional Transportation Council on a Carty Road update to the safety plan. Coordination has resulted in two phases for safety improvements on Carty:
Phase 1: Ridgefield City Council adopted Ordinance No. 1445 on February 27, 2025, establishing a 35 mph speed limit along NW Carty Road between Hillhurst and the NW 2300 block of Carty Road. The 35 mph speed limit went into effect when the new signs were placed on Friday, March 28.
Phase 2: As land adjacent to Carty Road comes under development, the City will work with the developers to undertake complete improvement to Carty Road to improve safety and accommodate additional use of the roadway.
Bicycle Signage The City will be adding bicycle warning signage on primary routes (Hillhurst Road, S Royle Road, Pioneer Street) to provide notice to motorists to anticipate bicycles on the road. Signage will be added in places where the road narrows with little or no shoulder, and where requests from the bicycle community have come in. This work is being completed in coordination with Clark County who will be installing similar signage on their routes.
Hillhurst Road Safety Corridor Project Over the next couple of years, the City intends to focus on Hillhurst Road as a designated safety corridor for enhanced crosswalks (RRFB, flashing beacons) and looking for grants to fill gaps in the sidewalk system to create safe pedestrian routes along to the corridor.
