The City will improve the safety and accessibility of a three-block area of downtown Ridgefield.

The improvements, funded by a Community Development Block Grant (CDBG) will include one new fire hydrant, stormwater improvements to mitigate ponding on residential lots from public runoff, approximately 140 square yards of sidewalks with associated ADA ramps, and new roadway infrastructure.

Project Background

In 2022, The City identified the needs of improvements and surveyed the impacted residents of the area. The data collected was used to apply for 2023 CDBG funding. The project was selected for CDBG funding in 2023. Since then, the City has been working through the process with Clark County and procurement processes to get the project ready for construction.

This project has also required coordination with the Port of Ridgefield and Department of Ecology's remediation work in the area. There is potentially hazardous soil within the project area that needs to be removed prior to the City's contractor beginning work. The remediation work is scheduled for Summer 2025.

About Community Development Block Grants
Congress created the CDBG Program with the enactment of the Housing and Community Development Act of 1974, as amended. The Department of Housing and Urban Development allocates these funds in a single or "block" grant to eligible cities and counties with the objective of improving communities. The funds are then distributed to municipalities, organizations, and groups through a competitive application process.

Next Steps

The project is currently under design with AKS Engineering & Forestry. Design will be finalized after completion of the Dioxin cleanup project in the area.

The City's contractor will be completing a land survey in the project area starting on February 19, 2025. Property owners within this area have been contacted regarding this work. View survey map.

There will be two public meetings held in the future, and the public will be notified of their opportunity to attend in-person, or online.
