The City will improve the safety and accessibility of a three-block area of downtown Ridgefield.
The improvements, funded by a Community Development Block Grant (CDBG) will include one new fire hydrant, stormwater improvements to mitigate ponding on residential lots from public runoff, approximately 140 square yards of sidewalks with associated ADA ramps, and new roadway infrastructure.
Project Background
In 2022, The City identified the need for improvements and surveyed the impacted residents of the area. The data collected was used to successfully apply for 2023 CDBG funding. Since then, the City has been working through the process with Clark County and procurement processes to get the project ready for construction.
This project has also required coordination with the Port of Ridgefield and Department of Ecology's remediation work in the area. Remediation of contaminated soil was completed in 2025.
At a neighborhood meeting on June 17, 2025, residents reviewed the 50% Design set and a Project Map.
Next Steps
Environmental Assessment Our team is currently completing a required environmental assessment for the project as part of the CDBG funding process. This important step ensures we meet federal standards and maintain our commitment to environmental stewardship. We appreciate the community’s patience as we move through this necessary phase to deliver a safe and successful project.

The City received a $232,470 Community Development Block Grant for this project.
About Community Development Block Grants Congress created the CDBG Program with the enactment of the Housing and Community Development Act of 1974, as amended. The Department of Housing and Urban Development allocates these funds in a single or "block" grant to eligible cities and counties with the objective of improving communities. The funds are then distributed to municipalities, organizations, and groups through a competitive application process.
